You have to install "SmoothDrivingV" by "Lieutenant Dan" first
Here is original version link

After you install this you can change options which I edited (For only 1.07 version)

Only 3 files - "UI" "UI.ini" "Driving.ini" and "Controls.ini" to GTAV\scripts\SmoothDrivingV
You can watch changes on youtube (subscribe and comment will motivate me to do more GTA MOD videos)
