Remember Quicksilver in X-Men?
Here you are: run and see cars and people flying around you. Same effect while driving.
Activate LUA mod with F10 and enable bullet time with B (time decrease as speed increase).

my game didn't crash, but I can only get it to basically just do the fast run cheat. OP should make a video on exactly what it's supposed to do.
