After discussing the situation with Sweet and Big Bear, CJ realizes that the only way to find Officer Tenpenny is through Big Smoke. With limited information, CJ follows a lead about a mysterious Russian dealer who is rumored to be connected to Smoke.
Travel to Commerce, confront the Russian, and force him to reveal the truth. Things won’t go smoothly, and you’ll have to use your own methods to make him talk.
