replaces rcbandit.dff and rcbandit.txd by default

VehFuncs version at the time of release: v1.4 02/08/19
- 2 versions:
+ IVF version (original lights, IV/V style dirt)
+ VehFuncs version
- 6 body shapes
- stickers / no stickers versions
- San Andreas reflections
- Realistic size
- If replaced by default, no sinking/small wheels in SA-MP/MTA
- Custom .col file
- Fixed R* bugs
- Custom handling
- 100% SA-MP/MTA support
- Unused paintjobs are included in the Download, for self exploration
