GTA V HVY Mixer II

- Replace cement by default
- Scale 100%
- GTA SA plate style
- GTA IV/V dirt style on chassis and wheels
- Light LOD. Adapted Collision. Shadow. All data strings
- IVF211:
* Foglights working
- VehFuncs:
* Wheels
* Mixer position and rotation
- ENB no testing
- SA-MP/MTA no testing
