Buy New Safe House Mod by NotThatRedGuy
This mod adds a new safehouse into the game which you can buy and use it to save your game.
The Safe house is located in Ocean Beach.
Installation:
Just copy the CLEO folder and paste it in your game folder
If you don't already have CLEO, then also copy the VC.CLEO.asi and paste it
in your game folder.
Enjoy! :)

@Ums 1000 So basically when the player is far away from a area, the game unloads that area which means that the ground and all buildings in that area are gone/invisible. When the player comes near the area, the game quickly loads all the roads and buildings near the area. The actors must be created when the player is near the hotel. If you still face problems then I can make you a script which adds two men at the entrance of the hotel.

. Because I have tried to create Two men at the entrance of the hotel but after testing many times those men stand at the road not on the entrance?
